Jonathan is right, using mgetty + sendfax is probably the best
solution...although with mgetty there will be no need to use PPP unless
you plan to do routing. Setting up mgetty to answer when called, and
leaving the users default shell to bash<-(or whatever) will allow you to
dial up, and log in to the machine (basically what slip does)-and 
you will still have to do some tweaking with the inittab, the
howto covers that...BUT-if you are wanting these machines to be connected
as if in a network situation, you will have to use PPP, like Jonathan
explains.
