It's part of apache-devel package. It's a very simple script which you can just
do yourself.

hello everyone,
I am having a problem accessing the apxs program. I can not find any
documentation on the apxs utility other than it is installed with Apache
1.3 and later but I do a 'which apxs' and it is not found. I have
exhausted my searches on the Apache site and Redhat site for anything
that is relevent but I turned up nothing. What am I doing wrong? The
only documentation that I read that steered me anywhere was a reference
that the 'apxs' utility was in the /usr/local/apache/bin directory.
there is not /usr/local/apache directory on my system
the httpd file is located in /usr/sbin/httpd and everything else is in
the /etc folder.
I really feel ignorant at this point.
