unless you bind the other 2 IP to the machine with either ifconfig or
linuxconf or whatever, then it won't respond to requests for those IPs. 
That isn't an apache problem.
By adding them to the hosts file it just won't go to the DNS entry, it
should use that, but if it can't get a responce from that ip....
