I had the same problem that you did with ftping from masqueraded clients
yet I could still ftp from the masquerade server.  From this I gather taht
the masq modules only apply to the other clients on the network,  while
your IPchain rules apply to the whole network.  One way to check the
modules that are loaded is to use the command lsmod.  All modules that
start with masq will be will be the masqueraded protocols.
