There are so many things that it could be...

#1  client error
 - can the win98 box ping the gateway?
 - does the win98 box have the gateway and DNS set?
 - can you ping an ip number outside your LAN?

#2  server error
 - have you complied in the appropriate fags into the kernel?
 - have you loaded the appropriate modules?
 - have you set up the ip forwarding rules and the script has bee run?
 - you can ping the win98 machine and the internet?

there is a lot.  tell us what you have done, and maybe we can help out.
