  I don't know.  They are pointed to in your named.conf 
file or some other bind files, depending upon your 
version of bind.  O'Reilley has a good book on bind.  I 
read of a guy who worked at NASA at one time had one of 
the root servers in the basement of his home.  Their 
exact locations are kept secret.

  If a dns server says it holds the domain name records 
for a domain, then if you ask that dns server for the 
address of a machine, it will give you the address of 
that machine from its records.  It does not ask the 
internic if it is the authoritive server for that 
domain.  It just gives you the information.

  ISP A is the one that you said had the records in the 
first place.  All customers of ISP A will point to ISP 
A's DNS server.  Therefore they will be told the 
address of the machine they ask for from ISP A's domain 
server.  If ISP A's domain server still has the records 
for a domain that moved over to ISP B's name server, 
the machines that ask for the address of a machine from 
ISP A's server will get the information from ISP A's 
server.
