Sure!

Install VMWare, run it, and choose the option to run the configuration wizard.
Choose the appropriate OS (win98 in this case), then either pick a new
directory or just use the default, then choose existing physical disk
for 'virtual disk type setting'.  Make sure whatever user you want to run
vmware as has permission to read and write to the partition where you
have Win98 installed.  You'll need to make sure the permissions are 
right before you start the wizard.

Then just answer the questions til you get done, and click the power on
button.  Then you'll have to deal with Win98 finding all the hardware 
again, as it's running on a virtual machine instead of on your actual
machine, and then you should be good to go.
