I had the same problems with 4.7.  I found a couple of things that were
setup as defaults in the preferences.  The default settings were checking
mail from Netscape and if you look in the composer settings you'll also
see that the default template is read from Netscapes' web site.  I think
it loads that each time you start 4.7 since it stopped doing going outside
at startup once I cleared that field.  It could also be the roaming
settings that did this.  When I installed 4.7 I disabled all settings in
the roaming identity but didn't clear the checkboxes that defined which
settings to save in roaming profiles.  When I cleared the template for
composer I also cleared all the roaming checkboxes so it's possible that
was what stopped it from going outside.

I do ramble don't I:)  At any rate you can play with these to see if it
makes a difference.
