Mutt can be compiled to support POP3.  It mentions this
in the mutt manual in section 4.10.   I think most people
use fetchmail though (including myself).  Mutt also can
support IMAP.

There is a lot of discussion on the mutt newsgroup (comp.mail.mutt)
wrt a windows port.  If I remember correctly you can get mutt to
work if you use the cygwin tools.
