You don't say if the connection problem is between modems or software.  There
was a time when M$ ignored RFC standards for ppp and linux was not "compatible",
but we have accommodated.   I have had no problem connecting to NT machines
since.  That said, I wouldn't trust an NT-using isp anyway.

Are you trying to connect a Linux box to an
ISP running nt?  I've yet to connect any Unix
box to an nt-based ISP, with or without PAP/CHAP
configuration.  My solution has been to make sure
the ISP is running Unix before signing on.
