New members are added to mailing lists fairly regularly...the only way
it can be "made *very* clear" is by sending a list-FAQ/list-guide
stating so.

That sounds an aweful lot like a temper tantrum.  I don't think the
"people have spoken"...I only see Kendall, Mad-Hat, the original poster,
and myself on this thread so far.  Vote at the next meeting?? 
Moderaters just decide??  I don't really care how it is decided or what
the final decision is...We can all play by the rules, but only if we
know what those rules are.
