The post that spawned this thread wasn't *actually* a press release,
it was a very brief note with a pointer to a press release.  I don't
find that too objectionable - but posting the full text of the damned
things certainly is.

As for who should or shouldn't write a FAQ, this is certainly something
someone could do if they felt like it (I don't) - but the specific
answer to what is on or off-topic is something that only the owner/
moderator of a list can do.  I *could* write a set of rules - but how
the heck would I know what's only in the minds of the moderators at this
point.

Most lists have a 'Charter' that is separate for the FAQ.  So far,
all we have to go on is the title of the list: NTLUG:Discuss - discussions
about the NTLUG.  Strict interpretation of that would reduce the
traffic to near zero I think.  Hence having a proper charter document
would help both posters and moderators - but us mere posters cannot
write it.
