Look to Freedom-of-Choice CAD :-).  (Do a web search on it, particularly
including the reviews in Linux Gazette.  You'll likely see three names
of "reviewers."  I'm certainly not being serious here...)

Look (more seriously) for FreeDesigner and FreeDraft.

I suspect that Varkon may be the most functional choice, though.
