I can't find any specific references in any of the xntpd documentation,
but I had been running RedHat 4.2 with xntpd version 3.4h for over 2
years, and "clock" and "date" have always matched.  I "upgraded" to
RedHat 5.2 and xntpd version 3-5.93-4 almost 6 months ago, and now
there is a 3 minute difference between "clock" and "date".
