A couple things here. First for kde, make sure you have the file
/etc/sysconfig/sound. The Redhat soundcfg writes a file
/etc/sysconfig/soundcard. So if you only have soundcard, cd to the dir and

ln -s soundcard sound

Secondly,

Make sure the /dev/dsp has rw permissions for everyone,

chmod a+rw dsp (from the /dev dir)

Restart X and that should get you going
