if you are not using the init5 when booting... 
from man page fro XFree86
 Ctrl+Alt+Backspace
               Immediately  kills  the  server  --  no  questions
               asked.  (Can be disabled by  specifying  "DontZap"
               in  the  ServerFlags  section  of  the  XF86Config
               file.)

If you are using the init 5 for booting, meaning that it boots into X,
this isn't a problem, because when X stops it gets restared with the
login prompt.  This isn't a security risk, it is a feature.
