do you let ICMP packets through?  Can you do anything else through the
router?  Is it really just a router or a firewall?  ipchains is for
firewalling, and not specifically routing (in other owrds, it is not
necessary for routing).  Did you set the passthrough flag in the /proc
filesystem to allow packets to pass from one eth to another?
