We create a directory in /home/httpd/html that is the same as the user's
directory name, and make it readable and writeable by the user and
readable by others (for user nobody). We then softlink a directory of the
same name in the user's home directory to the /home/httpd/html/usrname
directory. the user ftp's in using their name and password. they are
placed in their directory. they then cd into the link directory, which
puts them into the user's home page directory. they get and put files,
then quit.

This works well for us. you may wish to restrict /home/httpd/html so it
is not readable by anyone execept nobody. that might work.
