you will need to insert the appropriate module

is win98 a compressed disk
if yes,
read /usr/src/linux/Documentation/filesystems/fat_cvf.txt
if no
read /usr/src/linux/Documentation/filesystems/vfat.txt

then

modprobe fat ---I think,....( you can verify buy checking in 
                    /lib/modules/YOUR_KERNEL_VERSION_HERE/fs
                    this will contain all available filesystem 
                    modules for your kernel, pick the one with 
                    fat in its name

then you should be able to mount your win98 parts
