Again, Thanks to Mark and all:

Mark's 4 suggestion below is very helpful. and I applied them to solved the 
problem. I took out io=0x300 and i0=0x340 and assign different irq.
the problem was they use same irq.

Now, both NIC are assigned IP number, eth0 = 192.168.0.100 and eth1 = 
123.100.2.2 (just example, but has real public IP assigned) both of them 
have gateway assigned, too. because both NIC are identical (3com 3c509), I 
am going to hook up to the internet and private network, which card is eth0? 
(don't tell me that eth0 is the one has io=0x280, irq=5, and the other has 
io=0x380, irq=10, I know it.)
the problem is which NIC is eth0? i need know it plug the right cable in.
Mark has discuss all the logic concept, but he did not point out this 
problem.
am I right?
