HUP tells a process to reload its config script without stopping the
process. Like say you change the config script for your mail server wjile it
is running and you want to start the changes that you have made but you
don't want to stop the mail server process you would just use the kill -HUP
command and that would tell the mail server to reload the config without
stopping.
