the tty is still owned by root, thus mesg as a normal user is not able to
manipulate the tty

Hello all,

I am using bash in SuSE linux 6.4 and I can "su -" as a regular user just
fine, but when I "su - user" as root it tells me:

mesg: /dev/tty?: Operation not permitted

but it still allows me to su anyway. I've checked everything I can think
to check and I can't figure this one out. Anyone know the solution?
