DocBook is the current "official" or favored documentation 
standard. In case you are unfamiliar, DocBook is an SGML 
Document Type Definition (DTD). There is also an XML version out.

One tool that is available is FrameMaker for Linux, available in 
"beta" for free download for use until the end of the year from 
Adobe.

Sun has announced that Star Office 6.0 will be available "on or 
before October 13"--and that its upgraded word processor will be 
XML enabled, and thus could be a good DocBook tool. They are 
also making the source available, I believe through GPL--and they 
are dropping the desktop metaphor and each tool will operate as 
separate apps.
