The NNTP server is www.ntlug.org; try:
% telnet www.ntlug.org 119

You'll see that it has INN running.

As Rick said, the forum has been replaced with...
  "a set of local to ntlug.org newsgroups."

The word "local" in this context indicates that they _aren't_ propagated
to other servers.

The way I'm finding preferable to access it is thus:

% lynx news://www.ntlug.org

Lynx is hardly the ultimate news client, but it works, and requires
little configuration...
