Let's hope so.  I can't think of a single site that I go to on a regular
basis that doesn't use at least some JavaScript or that would work at all
with a text-only browser.  Hell, the last time I did text browsing was back
in '94 or '95 when all I had was a cheesy dial-up setup through school.
That was horrible.  I dumped that quick.

Plus, on a text only browser you can't see porn, and isn't that what the
Internet's all about?  :-)

How is JavaScript support bloat-ware?  It's very basic, very stripped down,
and runs client-side for fast performance.  Bloat comes from over use of
JavaScript by web developers, not by just being a simple browser feature.

I would say they're complimentary, not contradictory.  And I think maybe you
should look again at CSS because I'm not sure you quite understand what it
is or how it works.  You've got it half right.
