When you make pages for the web in GIMP, be sure to save them with the
palette selection set to 'Custom' and 'Web'.

However, I don't think you can ever really rely on getting exactly
the colours you want.  Different OS's uses different gamma correction
settings, different numbers of bits per pixel, different palette settings,
etc.
