Have you established that the SCSI bus is 'terminated' correctly?
SCSI devices are daisy-chained one onto another - the last in the chain
has to have a terminator connector plugged into it's daisychain socket.
Hopefully, the terminator plug came with the scanner.

Does the scanner have to be switched between SCSI and USB modes?  Maybe
it's switched to USB by default?

My '/proc/scsi/scsi' file says:
