I'm using netin.com (www.netin.com) and I've been real happy with them. 
I'm using ISDN so I can't say for sure on the dialup service but anytime
I've needed any help they've been there for me.  I'm able to get a line
about 99.5% of the time and when I don't get a connect right away I can
get one within 30-45 seconds.  But again this is an ISDN connection so
it's different than a dialup.
