[NTLUG:Discuss] dsl or cable modem w/ static IP in Richardson?

Hi all:
I am going to move to Richardson. I have SouthWestern Bell's ADSL connection 
now. the reason I picked up SWbell is their price, (w/static IP $80.00/mo. 
without anyother monthly phone line charge fee. I know if I goes to some 
ISP, they charge you and telephone company charge you phone line fee) 
Unfortunately, they do not provide DSL in Richardson.
I think I want have an internet connected with static IP.
I am think use At&T @home.
Is there anyone have any idea and/or recommend good one?
