Have you looked into IDSL availability? Both Covad and Northpoint are
providing this option from some C.O.s. This turned out to be the only
reasonable option for our house, being ~34K feet from the C.O. IDSL
provides 144kb/s up & down over a separate loop (not your POTS line)
which has been qualified for ISDN. So if your location qualifies for
ISDN availability, you may be able to get IDSL. We're using a Flowpoint
144 IDSL router.
