As a rule, when you have daemon problems, just run them in debug mode. It's
usually easy spotting what the problem is from the output.
For syslogd, kill it, then run "syslogd -d". I suspect an /etc/syslog.conf
parsing error.

Subject: [NTLUG:Discuss] RH7 not writing /var/log/messages

I have a RH7 server that is not writing to /var/log/messages.
It was doing that before, but it quit on the 1st of the month.

I dont even know where to start looking at this problem.
