Verizon cannot supply a DSL line unless I have a
POTS line with them.  I cannot get a POTS line
from Verizon because they do not/cannot service my
area (The Colony).

   http://www.august.net/
   can be your ISP and use SWB as just the DSL 
   carrier. If you did that... august.net would
   supply the IP Address and validataion. 

That increases the cost too much.

i.e.,

SWB POTS line	: ~$30.00
SWB DSL line	: ~$50.00 (includes ISP)
ISP		: ? $

But I already have ISDN	: $70.00 .  and DSL will
a little bit faster.
