Actually, not _quite_ true.
There are places where Linux-based systems prefer the BSD tools to
SysV/"True UNIX."
Notable "for instance" being with printing; Linux prefers lpd, whilst the
"official way" involves SysV lp.
Aside from that, you're doubtless right. The cost of certifying a
distribution is probably on the order of hundreds of thousands of
dollars, and would have to be repeated for every new release. And
would also mandate paying royalties for the use of the name "UNIX,"
which then leads to having to _charge_ royalties on sales of the
system likely now to be called:
"Gnu/Linux/UNIX" :-)
And there are _not_ going to be "cheap CD" releases of such a release;
the vendor has to pay reasonably substantial royalties for each machine
licensed to run this OS...
