In this case "free" means that you are not paying for a license to to use
the software.  If you want them to send it to you on CDs, you do have to
pay $75 for that.  There is no cost if you want to download it and burn
your own CDs.  $75 does seem a little high, but the multilingual version
comes on ~8 CDs, so it isn't entirely out of line, given that their volume
probably isn't very high.
