If your projects are that big, then it is almost certain that you want
to write programs in some sort of scripting language to generate the
web pages.
Common choices include PHP, Python, and Perl, or even Java via stuff
like JSPs.
When you start "designing a web site" rather than "building a couple
web pages," GUIed tools start getting extremely unuseful compared to
writing code to generate the pages...
