Orbs tends to list people in the database that the manager of Orbs
simply does not like. The manager of Orbs does not like people who
complain about being listed in the database, among others. Those people
typically don't get unlisted, even if their sites don't relay spam.

However, Orbs typically does not initially list a site unless it does
relay spam at least once. So, you can practically guarantee a site listed
on ORBS did relay spam at some time in the past.

We stopped using ORBs for the first set of reasons. Too many false
positives.
