Majordomo has been known to scale poorly.  One alternative is ezmlm, by Dr. 
Dan Bernstein.  It's designed to work with qmail.  http://cr.yp.to/ezmlm.html

Support for ezmlm and qmail is very good on the mailing lists, although Dr. 
Bernstein himself is a jerk.
