It all depends what you want.  $299 pa ought to be for some kind of
commercial site.  For a private web page - or something non-commercial
like a club, then most $10 per month ISP's will give you 5 to 10Mb of
managed web space. If you are less picky, there are a gazillion places
that'll give you free web space - most require that you carry their
adverts though - so "free" is a relative term.

Finally, if your web site is for some sort of free software activity
then you can get multiple Gigabytes of free web space from SourceForge
and a couple of similar providers.
