It was totally my problem.  I failed to have the old
name servers host entry in the Network Solns registry removed.
That caused an IP conflict since the old address in the
registry was different from the one coming from the
authority for the zone.

 I had a similar problem with Mae East recently.  I think that some of the
top level servers are not being handled well.
