They have something like this in Windows 2000, although it's use is not
mandatory.  It called Windows Update/Critical Update Notification.  The
funny thing is that this patch *never* appeared there.  I know; I update
my Windows 2000 laptop faithfully, and I was stunned to find out that I
was still vulnerable.  Thank goodness I had IIS turned off.

And why the heck should I have to install an web application server with
umpteen extensions just to FTP files back and forth?

Microsoft is definitely culpable here.
