To directly answer your question:

The stuff you've described that appears in the RPMs that doesn't appear in 
the tarball is extra stuff added by the RPM maintainer.  I've always thought 
that was a disservice to someone with enough gumption to try to compile their 
own kernel.

The template that the Debian package maintainers had been including last time 
I tried Debian was so bad that I literally could not compile using it; I 
wound up having to do a make mrproper to fix it.

You are correct, kernel.org is the original source for Linux kernel trees.
