What we found while setting up the old, new ntlug.org was that the 
/home/username had to have at least "drwx--x--x" privileges on Red Hat 6.1 in 
order for http://www.ntlug.org/~rcook type addresses to work. You may have a 
similar issue with the virtual host "home".
