Saw this on the reg.  Also said there was a wired article on it.

As complicated as this is, and the impresion I get of how it slows/tryes to 
disable attacks, It may be setting that precedent about counterattacks for 
us.  If they get away with it, I don't see why others wouldn't be able to.
