Have you thought about having the linux server send ip addresses that are
the same as the server's subnet?  i.e. if the server is 10.1.1.1/24 then
have the dhcp server send out something in the range of 10.1.1.100-150/24 to
any vpn clients.  Then the clients would automagically be able to route
across the network because they would be on the same subnet already.

I don't have personal experience with PoPToP so my suggestions may be off a
bit......
