[NTLUG:Discuss] Where's the best place to find answers about Linux?

I have enough users behind my firewall, that occasionally, they assign there
own IP address, and conflict with someone else. They aren't supposed to
do that, but they do anyway. I can track them down, but it is too time
consuming a process. I basically want to do assignment based on the dhcp
login, log all MAC addresses so that I can identify ALL machines on the
network, and prevent anyone from picking their own address. If there is
another machine on the network, I want to know about it.
