First things first.....
The floppy drive on a Linux PC must be mounted before it can be used.
if you look at /etc/fstab you should see something like:
/dev/fd0 /mnt/floppy ........
if so, then put a floppy into the drive and type:
mount /mnt/floppy
then just type
cp somefile.txt /mnt/floppy
MAKE SURE THAT YOU UNMOUNT THE DRIVE BEFORE YOU REMOVE THE FLOPPY DISK:
umount /mnt/floppy
