Linux is very good at this actually, check out the PPP HOWTO at
http://www.linuxdoc.org/HOWTO/PPP-HOWTO/index.html.  That should get you
started.

For this to work as  you described, you either need to use a second
routable IP address and assign it to the dialup connection, or you can
use ip_masqarading modules that are provided with the linux kernel.
