Sounds like a proxy redirector to me.  I just set up squid, a nameserver
caching proxy which prevents blocking.   Browsing speed up was obvious even
on my 1 Mbps connection.  I then struggled thru squidGuard which is a fast
redirector for squid.  It redirects matching urls, domains, etc to a
webserver of your choice.  In my case, I just wanted to strip offending
ad's.   It was a little painful to setup - install and compile db2,
configure squid, configure squidGuard, and write my own cgi program off my
local webserver, but very pleased with the results.
