For this comparison, I think you should say "Windows 3.0" instead of
3.1--which was mostly a bug fix.
Both 3.0 and NT4.0 were quickly shown to be buggy. Both required incredible
rounds of driver building. Both had problems running older applications.
In all, though, I'd say the early feelings were the worst for NT4. Remember
all the "service packs" that were released, followed by discoveries that
they often created as many problems as they fixed! Many people have said
not to bother with a Microsoft OS until at least the third version--and in
NT's case it took more like 6.
