I'd go to the Serial Howto

There's a very important section in that document which talks about
PCI/ISA PnP and non-PnP cards. You may want to try disabling PnP in the
BIOS and see if that helps. But I encourage you to take a look at
the document I mentioned... it may help you in troubleshooting.
